New or increased charges for adult social care services including S117 mental health accommodation, day services, Guidepost drop-in and day centre meals
We propose to increase income by
- introducing an accommodation charge (subject to an assessment) for people who are subject to s117 of the Mental Health Act 1983 (aftercare)
- increase day services charge
- introduce charging for Guidepost
- increase charges for meals in day centres and promoting independence centres
This proposal would increase income across the Adult Social Care service by:
- Introducing an accommodation charge (subject to an assessment) for people who are subject to s117 of the Mental Health Act 1983 (aftercare)
We would look to recover the accommodation element of the support package, for those people in receipt of aftercare, who do not have a need for specialist enhanced accommodation that arises from, or is related to, the patient's mental disorder for which he/she was detained (under s.3/37/45A/47/48). The accommodation element would therefore become chargeable in accordance with the Care Act 2014 charging provisions and the Council's Charging Policy so that they would not be required to contribute more than they have been assessed as being able to pay. This would mean undertaking reviews/assessments for existing clients to apply the above criteria; the decision would be implemented at the point of care provision for any "new" s117 clients. - Increase day services charge
Increasing the day service charge per day from £14.60 to £25.00 which is below the majority of market costs. This charge is means tested. - Introduce charging for Guidepost
Introducing a charge for this drop-in service for learning disability clients. There may be a risk of a reduction in people using the service who may end up in more costly provision in the future. - Increase charge for meals in day centres and promoting independence centres
Increasing the charge for meals from £3.60 to £4.00. This charge is not means tested. The rate is comparable with other local authorities in the area.
