Service Director, Adult Social Care

Purpose
Provide strategic leadership across adult social care access, assessment, care management, provision and safeguarding for vulnerable adults, through consistent holistic processes delivered to a high standard.
Key result areas
- As a member of Leadership team, contribute to the strategic direction and management of the council to deliver the Thrive agenda
- Whilst specific professional areas are allocated to individual roles, there is an expectation that all service directors can be required to work across any service, group or area within the council, as required.
- Lead the development and implementation of corporate initiatives as allocated to effect change across the council.
- Manage and support the implementation of corporate initiatives to ensure that changes are delivered within the Children, People and Families Group.
- Contribute to the strategic direction and management of the Children, Adults and Families Group and deputise for the strategic director by providing leadership and managerial support to achieve the councils aims and objectives.
- Manage and develop a cross functional approach to working within the authority, Gateshead strategic partners (for example Health, CVS) and the wider system/sector, to provide innovative, efficient and value for money services to residents of the borough.
- Take the strategic lead for and manage the council's directly provided Adult Care Services to enhance independence and personalisation.
- Work with the Service Director for Quality Assurance and Commissioning to ensure there is a strategic informed understanding of the Adult Social Care market (both in house and externally commissioned).
- Co-ordinate and performance manage all areas of responsibility within the remit of the post and the budget available. Seek out and deploy other funding sources where relevant.
- Promote the development and operation and performance management of services in conjunction with service users and other providers with a focus on outcomes. To be responsible for the continuous improvement of services.
- Be responsible for developing strategies, cultural and organisational change through the resultant business plan for this area of services, responsive to changing patterns of need and supported by annual team/service plans.
- Manage the social work assessment, care planning and review strategies, policies and processes to meet the highest standards of professional practice.
- Lead the development of social work to reflect best practice and meet the requirements of regulatory bodies.
- Be responsible for developing cultural and organisational change to deliver a sustainable service within financial constraints.
- Ensure that all services are delivered within legislative requirements and performance frameworks.
- Identify the medium and long-term strategic needs of service and providers and ensure guidance, advice, monitoring and evaluation arrangements and resources are in place to meet these needs.
- Develop effective partnerships with other agencies including health, housing, children's services, local authorities, the voluntary sector and representative bodies.
- Provide advice to and engage with portfolio holders, Members and strategic partners in relation to adult social care.
- Represent the council at local, regional and national level to promote the council and influence policies.
- Manage all employees (including procedures for trade union engagement), relevant budgets, assets and performance to deliver efficient and effective services in accordance with council policy and procedures.
- Be responsible for the development and delivery of the service business plan to implement the Thrive agenda.

Skills, know how and experience
- Professional social work qualification
- Extensive experience of delivery of Adult Social Care within a local authority
- Knowledge and experience of national and local issues facing Adult Social Care
- Ability to understand and implement complex regulations and legislation
- Ability to think strategically
- Ability to analyse complex problems and make decisions, including those with 5 to 15 year timescales, where there are no precedents.
- Ability to negotiate and influence others to ensure implementation of the strategic priorities of the council
- Experience of option appraisal and project management
- Proven track record of delivering successful change programmes
- Experience of corporate management and issues
- Experience of managing diverse multi-disciplinary teams
- Knowledge and delivery of complex practises including resource accounting, business planning, risk assessment and improvement planning
